A few months ago there was huge concern in the USA because of Chinese spy balloons. A few thousand balloons launched to drift over Russia would cause the population of Russia to feel threatened from the war. The balloons could be filled with hydrogen that could be ignited and cause a strong explosion and flash of light. Hydrogen could be generated onsite. A balloon could drop incendiary onto crops, forests of towns. A balloon could carry drones far outside its normal range. Russians would shoot at the balloons and the stray shot would cause damage and waste ammunition. Some drones could be equipped with WiFi or radio relays to keep control of balloons and aid in targeting. I know someone would call this a poor idea but it’s low tech and cheap in the present world of expensive armaments.
