General conclusion:
In the north of Sumy Oblast, Russian forces attack in small groups and significantly slow the pace of the offensive. The enemy concentrates its efforts on the settlements of the Khotin and Yunakivka communities.
In the border areas of Sumy and Kharkiv Oblasts, the activity of Russian sabotage and reconnaissance groups has decreased.
Troops of the 25th Combined Arms Army attempt to capture Torske. The commander of the 67th Motorized Rifle Division has been removed from his position for failing to seize the village. The Russian military command exaggerates its successes east of Lyman and farther southeast toward Siversk.
On the Kupyansk direction, the enemy has not used heavy equipment for a long time.
On the Toretsk direction, Russian forces prioritize the advance in the directions of Romanivka – Katerynivka along highway T0516 (Toretsk – Kostyantynivka) and Dyliivka – Bila Hora.
On the Huliaypole and Orikhiv directions, Russian forces began mass use of motorcycles for attacks at the end of June 2025. It is assumed that each company must have 30 motorcycles for every 80–90 soldiers. An assault group consists of 8–10 motorcycles, covered by a motorcycle equipped with electronic warfare systems.
Russian forces employ a new tactic to overload the air defense of Ukrainian Defense Forces by launching “Shahed”/“Geran” drones simultaneously with land-, air-, and sea-launched missiles. The enemy increases both the density of strike assets per attack and the overall duration of the strikes.

Ukrainian Defense Forces carried out a drone strike on the Azov Optical-Mechanical Plant (Rostov Oblast) and the plant of the Open Joint-Stock Company “Zagorsk Optical-Mechanical Plant” (Sergiyev Posad, Moscow Oblast), both of which are part of the Tactical Missile Armament Corporation.
Missile strikes were carried out against targets in Makiivka and Khartsyzk (occupied Donetsk Oblast), and the Khalino airfield (Kursk Oblast), where a storage facility for aerial munitions was destroyed and a “Pantsir-S1” surface-to-air missile system was damaged.

The 81st Artillery Regiment of the 70th Motorized Rifle Division of the 18th Combined Arms Army operates on the Kherson direction.
Possible operation situation developments:
On the Northern Slobozhansky direction, the enemy’s “Sever (North)” Operational Grouping is trying to reach the Mala Korchakivka – Nova Sich – Maryinka – Sadky line in the near future.
On the Southern Slobozhansky direction, in the near future, the command of the Russian “Zapad (West)” Operational Grouping will likely attempt to build on its recent tactical success and try to seize the area of Mala Shapkivka – Kindrashivka – Tyshchenivka – Velyka Shapkivka, and break through directly to the northern outskirts of Kupyansk, in the area of Moskovka. The enemy will also likely attempt an attack from Holubivka toward Radkivka, aiming to capture the latter.
On the Lyman direction, the forces of the Russian “Zapad (West)” Operational Grouping will likely attempt to reach the line of Karlivka – Shandryholove – Drobysheve, while simultaneously advancing near Torske in an effort to enter Lyman from the east. The command of the 25th Combined Arms Army has not achieved significant results in this direction, but it is not excluded that the “Starobilsk” Operational-Tactical Group (OTG) will be forced to withdraw from the area of Kopani – Novoyehorivka – Druzhelyubivka – Cherneshchyna, in response to the enemy’s advance along the southern bank of the Siverskyi Donets River in the direction of Bilohorivka – Serebrianka, within the operational zone of the neighboring 3rd Combined Arms Army of the “Yug (South)” Operational Grouping.
On the Siversk direction, the command of the enemy's "Yug (South)" Operational Grouping will attempt to eliminate the Siversk salient held by "Khortytsia" OSG and break through towards the Sloviansk – Kramatorsk agglomeration. The 3rd Combined Arms Army will try to break through to the northern bank of the Siverskyi Donets River between Yampil and Hryhorivka, and from the southeast – toward Siversk.
On the Kramatorsk direction, the command of the enemy’s “Yug (South)” Operational Grouping and the 3rd Army may shift the direction of their main strike to the north of Chasiv Yar and launch an offensive on both sides of the Bakhmut–Sloviansk road, along the directions of Orikhovo-Vasylivka–Minkivka and Blahodatne–Pryvillya. This would allow them to break through to the immediate approaches to Sloviansk directly from the southeast and create a real threat of a deep envelopment of the right flank of the “Starobilsk” Operational Tactical Group (OTG). If the enemy succeeds in achieving operational surprise along these directions and advances to tactical depth, the situation in the Kolodyazi–Hryhorivka section on the Lyman direction will deteriorate significantly for the “Kharkiv” OTG.
The operational situation on the Novopavlivka direction is significantly more dangerous than on the Sumy direction and threatens potential negative consequences for Ukrainian Defense Forces both operationally and strategically. If the Defense Forces’ command fails to stabilize the situation in this direction in the near future, Ukraine’s military and political leadership should prepare for the possible opening of the Pavlohrad operational direction and the emergence of operational complications for the “Tavriya” OSG on the Zaporizhzhia direction. At the same time, a possible enemy offensive operation to seize the Sloviansk–Kramatorsk agglomeration should also be taken into account.

The main direction of the strike was Kyiv. Air defense forces managed to neutralize 478 targets, including two Iskander-K cruise missiles and 268 drones; another 208 UAVs were jammed or lost due to electronic warfare systems. Eight direct hits were recorded, and debris from downed targets fell in 33 locations.
As a result of the Russian overnight drone attack on the Ukrainian capital, fires broke out and residential buildings were damaged in six city districts. According to medics, 26 people were injured, including a 10-year-old girl; 14 of them were hospitalized. Numerous fires erupted. As a result of the overnight attack on Kyiv, the railway infrastructure was damaged. Passenger train traffic is partially restricted, and some trains are delayed by up to two hours. Six people, including two rescuers, were injured in a double Russian drone strike on the city of Kryvyi Rih in Dnipropetrovsk Oblast on the morning of July 4. The Russians hit a civilian infrastructure site, causing a large fire. Around 2,000 customers remain without power. In the evening, the Russian army struck Kryvyi Rih again, resulting in another fire and damage to civilian infrastructure. As of 20:27, seven people were reported injured: one in critical condition, three in moderate condition, and three with minor injuries to be treated as outpatients.
On July 4, Russian forces struck the center of Kupiansk in Kharkiv Oblast. As a result of the shelling, a 55-year-old woman was killed and three others were wounded. The shell landed near a store.
In Kherson’s Dnipro Raion, around 1 p.m., two women were wounded in a drone attack—a 60-year-old woman is in critical condition, and a 76-year-old woman is in moderate condition. Later, in the Kherson suburb of Antonivka, a civilian man was killed in a UAV attack. Around 17:00, Russian army troops dropped explosives from a drone onto one of Kherson’s streets. As a result of the explosion, an 84-year-old woman, a 17-year-old boy, and a 9-year-old girl were injured.
The Russians dropped a guided aerial bomb on Prymorske. A private house was destroyed, and a fire broke out. An 84-year-old man was killed on the spot.
Over the past day, Russian forces increased shelling of the Ukrainian border area. In Chernihiv Oblast, 12 explosions from unguided aerial rockets were recorded. In Sumy Oblast, the enemy used multiple launch rocket systems.
Russian forces struck a power transmission line connecting the temporarily occupied Zaporizhzhia Nuclear Power Plant to Ukraine’s unified energy system, causing a blackout at the plant. According to Energy Minister Herman Halushchenko, this line supplies electricity for the internal needs of the ZNPP and is critically important for maintaining radiation safety.
